ACC II and ACT Working Group

In 2023, Maryland adopted the Advanced Clean Cars II (ACC II) and Advanced Clean Trucks (ACT) regulations to reduce harmful vehicle emissions and help the state meet its climate goals. These regulations, modeled after those established by the California Air Resources Board (CARB), require automakers to increase the number of zero-emission vehicles (ZEVs) sold in Maryland over time.
To help Maryland navigate an evolving clean transportation landscape and gain feedback on how to meet its climate and environmental priorities, Governor Wes Moore created the ACC II and ACT Working Group through an Executive Order. This group brings together state leaders, industry voices, and environmental advocates to ensure that Maryland’s path forward is both effective and achievable as federal policies and market dynamics continue to change.
The Working Group is chaired by the Governor’s Office and meets monthly to consider recommendations that:

Reduce transportation emissions;

Make progress towards Maryland’s ambitious climate goals;

Accelerate EV adoption and infrastructure.
A final report outlining findings and recommendations will be submitted to the Governor and General Assembly by December 31, 2025.
The Maryland Department of the Environment provides staff support for the group.
