Air Quality Planning Program

Maryland's Air Quality Pl​anning Program (AQPP) writes state implementation plans and regulations to reduce emissions and achieve the National Ambient Air Quality Standards (NAAQS) for six criteria air pollutants: ground-level ozone, particulate matter, lead, carbon monoxide, nitrogen dioxide, and sulfur dioxide. 

The AQPP consists of two divisions:

(1) Policy and Planning, and
(2) Regulation​ Development

Policy and Planning: ​State Implementation Plans (SIPs)

The Policy and Planning ​Division develops State Implementation Plans (SIPs), inventories, and related reports which document how the state will attain and maintain the National Ambient Air Quality Standards, and prevent significant deterioration of air quality in areas cleaner than the standards.

All public hearing​​s are being held via Internet-based conferences until further notice.​

  • Public hearings o​n Maryland's State Implementation Plan are held as required by federal law (Clean Air Act at 42 U.S.C. 7410 (a) and 40 CFR 51.102).
  • After consideration of comments received, the proposed documents will be finalized and submitted to the United States Environmental Protection Agency (EPA) for approval.
