Qualifications
All candidates must demonstrate involvement with or employment in Maryland associated with area to be represented. Additional requirements, if any, and term length are identified in the fact sheet for each Board and Commission. A member serves until replaced. A member appointed to complete an unexpired term serves only for the remainder of that term and until replaced. Terms are staggered so that the entire Board or Commission does not turn over at one time.
Selection and Appointment Process:
To the greatest extent practicable, membership of the Boards and Commissions shall be appointed to ensure regional, ethnic, economic and gender diversity. When public vacancies exist, the Maryland Department of the Environment (MDE) staff contacts persons and organizations on the interested parties list to solicit names of candidates who may be qualified to fill vacancies. This list includes, but is not limited to, sign in sheets of past public hearings, recommendations from current board members, local, state or national civic organizations, advocacy groups, industry groups, trade associations, government organizations, elected officials, colleges and universities. MDE’s Secretary reviews candidates’ applications and makes the appointment. Where applicable, recommendations are forwarded to the Governor’s Appointment Office and the selected candidates are sent an appointment letter from the Governor’s Office. These candidates must present that letter to, and be sworn in by, the Clerk of the Circuit Court in the jurisdiction in which they live.
