On December 15, 2011, Maryland provided EPA with a preliminary draft of the State’s Phase II Watershed Implementation Plan (WIP). The purpose of the preliminary draft was to provide EPA with an opportunity to confirm that the proposed strategies would meet the Bay Total Maximum Daily Load (TMDL) (leaving MDE) goals.
On January 26, 2012 a draft of the report was provided to the public for review and comment. A series of regional public informational meetings on the draft Phase II WIP was held during this comment period. All written comments received by MDE during the comment period, which closed on March 9, 2012, were given full consideration as Maryland finalized the WIP documents for submission to EPA. On March 30, 2012, the revised Phase II WIP documents were submitted to EPA and posted to this web site. Following the March 30 submission, local jurisdictions were encouraged to continue development or enhancement of their local strategies during a three-month extension of the Phase II schedule. The new or refined strategies and narrative reports, submitted by a number of county WIP teams to MDE in July 2012, have been incorporated along with other updated information in the October 2012 Final Maryland Phase II WIP documentation now provided below.
