Emission Reduction Credits (ERCs) are created when certain operating facilities shut down or voluntarily curtail their emissions. In general and as part of the permitting process, certain new or expanding facilities must obtain ERCs to offset the new or increased emissions prior to constructing or modifying the air pollution sources at the facility. Thus, ERCs created by the shut down or voluntary curtailment of one facility can be sold to another new or expanding facility.

Notice of Public Hearing - Interprecursor Trading Regulations- Emissions Reduction Credits
The Maryland Department of the Environment (MDE) will hold a public hearing on February 20, 2018 at 10:00 AM at MDE offices, 1800 Washington Boulevard, Baltimore MD 21230, the subject of which will be amendments to allow interprecursor trading of ozone precursors, NOx and VOC. These regulations will amend the requirements pertaining to Emissions Reduction Credits (ERCs) contained in COMAR 26.11.17 Nonattainment Provisions for Major New Sources and Major Modifications.
