The Sparrows Point Container Terminal (SPCT) is a proposed 330-acre terminal within Tradepoint Atlantic on the Coke Point peninsula in the Patapsco River, Sparrows Point, Baltimore County, Maryland. [Latitude: 39.211222° and Longitude: -76.490349°]. The project includes a proposed 3,000-foot marginal wharf with ship-to-shore cranes, a container yard, gate complex, intermodal rail yard, and supporting structures. Vessel access would require proposed widening and deepening of the Sparrows Point Channel and turning basin, involving dredging approximately 4.2 million cubic yards of material, with placement proposed in an offshore containment facility at Coal Pier Channel, upland sites at High Head Industrial Basin, and existing approved facilities like Cox Creek and Masonville.
To address the proposed 19.8-acre impact on state tidal waters, mitigation includes on-site efforts such as creating tidal wetlands, multi-habitat restoration along Bear Creek, and invasive vegetation removal, as well as off-site measures like derelict fishing gear removal and oyster habitat enhancement near Fort Carroll.
Tradepoint TIL Terminals LLC/Sparrows Point Container Terminal has requested a Water Quality Certification and Tidal Wetlands License for the construction of a new container terminal in the Port of Baltimore: the Sparrows Point Container Terminal (SPCT). The project will include the construction of a wharf that includes cranes, rail and various support structures; dredging to deepen and widen the exiting Sparrows Point Channel and turning basin; and the construction of a 19.6 acre offshore dredged material containment facility (DMCF) on the west side of Coke Point in the existing Coal Pier Channel. The project location is in Baltimore County, Maryland within the Tradepoint Atlantic development on the southwest peninsula of Sparrows Point known as Coke Point Peninsula (Coke Point).
The purpose of this joint public notice is to announce the scheduling of joint public hearings, and to solicit comments from the public regarding the application, Water Quality Certification request, and draft Environmental Impact Statement (EIS) for the proposed Sparrows Point Container Terminal in the Patapsco River, Baltimore, Maryland.
An in-person public informational hearing has been scheduled for the referenced project on Tuesday, February 25, 2025 at the Sollers Point Multi-Purpose Center, 323 Sollers Point Road, Dundalk, MD 21222. A poster session will be held from 5:00 PM to 6:00 PM; the informational hearing will begin at 6:00 PM. A virtual public hearing has been scheduled for Thursday, February 27, 2025 and can be accessed

In case of inclement weather on February 25, 2025, the in-person hearing will be held on Tuesday, March 4, 2025 at the Sollers Point Multi-Purpose Center, 323 Sollers Point Road, Dundalk, MD 21222.
