Controlled Hazardous Substance Advisory Council Meeting
A
meeting of the Controlled Hazardous Substance Advisory Council (the Council) is
scheduled for April 20, 2021, 1:30 p.m. — 3:30 p.m. This will be a virtual meeting hosted, through
an online application, by the Maryland Department of the Environment (MDE). The meeting is being held virtually rather
than in-person in order to minimize risks associated with the current
public health emergency.
The main purpose of the meeting is for
MDE to discuss with the Council planned modifications to Title 26 Subtitle 13
of the Code of Maryland Regulations (COMAR 26.13) Disposal of Controlled
Hazardous Substances. The
principal change would be the incorporation of various provisions from the Code
of Federal Regulations (CFR) into COMAR, including hazardous waste land disposal
restrictions requirements from 40 CFR Part 268, provisions regarding the
electronic hazardous waste manifest system that is implemented by the U.S.
Environmental Protection Agency (EPA), adoption of federal criteria for what
constitutes “legitimate” recycling of hazardous secondary materials, and
provisions on international shipments of hazardous waste that are implemented
by EPA as a nondelegable program.
