Proposed Actions also detail how the public may provide comments to an agency about a proposed regulation.

Regulation Title
Packaging and Paper Products - Producer Responsibility
PurposeThe proposed action would establish requirements pertaining to producer responsibility plans for producers of covered materials and to establish certain requirements pertaining to the implementation of the program pursuant to Environment Article §§9-2501 through 9-2512, Annotated Code of Maryland.
These regulations clarify the types of entities and individuals that meet the definition of producer; covered materials, and exempt and excluded packaging and paper products; covered services and covered entities; and a timeline for implementation.
Additionally they establish categories of covered materials for registration; registration requirements for producers and Producer Responsibility Organizations (PRO); minimum requirements for Alternative Collection Programs; record keeping, reporting and production of records for producers and PROs; and Advisory Council membership and voting requirements.

Regulation TitleConditional Exclusion for Solvent Contaminated Wipes
PurposeAdopt federal regulations that revise the definition of solid waste to conditionally exclude solvent contaminated wipes that are cleaned and reused, and revise the definition of hazardous waste to exclude certain solvent contaminated wipes (not including wipes contaminated with trichloroethylene) if they are managed in specified ways.

Regulation TitleUniversal Waste Rule for Aerosol Cans
PurposeAdopt federal regulations that expand the category of “universal waste” in the hazardous waste regulations to include aerosol cans.  The universal waste regulations are an alternate set of simplified management standards that apply to specific categories of wastes, and are intended to facilitate collection, recycling, and proper management of eligible wastes.
