. The Executive Order requires MDE to propose ZEHES and CHS. MDE’s Climate Change Program is working to adapt a ZEHES Model Rule published by the Northeast States for Coordinated Air Use Management (NESCAUM) and propose a Maryland ZEHES rule in 2025. MDE is also developing a CHS rule with the goal of proposing reporting requirements for covered parties in 2025. ZEHES and CHS together make up the Clean Heat Rules.

Building Energy Performance Standards
MDE is proposing a new Building Energy Performance Standards (BEPS) 2024 draft regulation.
