Lead Paint Abatement Service Providers

Lead Abatement Service Providers are required to be trained and accredited in Maryland. The Maryland Department of the Environment, Lead Poisoning Prevention Program (LPPP), is authorized by the Environmental Protection Agency (EPA). The LPPP is responsible for the accreditation and oversight of all lead paint service providers that perform any activity that eliminates or reduces lead paint hazards, including paint removal, replacement of components, encapsulation, repainting, or inspection. Examples of lead paint services categories include; contractors, workers, supervisors, inspectors, and training providers.
The Lead Rental Certification and Accreditation (LRCA) database is a comprehensive system that allows lead paint service providers online access to apply for accreditation. The LRCA database is also used by accredited lead inspection contractors to issue lead compliance certificates for rental properties.
There is also a
Public Search function that may be used to search for a lead certificate for a specific property.

Accreditation and Training
Before performing lead abatement or inspection work in Maryland, you must:
- Complete Training from an accredited provider.
View the list of approved training providers.

Apply for Accreditation Online through the database for supervisors, inspectors, risk assessors, contractors, instructors, training providers, and courses.
Additional Requirements and Guidance
- Radioactive License for Lead Instrument Use: Inspectors operating X-Ray Fluorescent (XRF) devices must obtain a
Radioactive Material License through MDE’s Radiological Health Program.
- Water Sampling: Inspector Technicians and Risk Assessors collecting drinking water samples must obtain
Public Drinking Water Sample Certification.
- Exterior Work Waivers: If work required to meet the lead risk reduction standard can not be performed due to winter weather, the property owner is required to obtain a winter waiver from their
