  • The Explainer on the Transmission Planning and Cost Allocation
    FERC’s final rule (Order No. 1920) to improve regional electric transmission planning and cost allocation that prepares for the future of the electric grid. The explainer discusses: long-term planning; new rules that address how to pay for new transmission development; and how transmission providers are required to comply with rules that ensure rates, terms, and conditions for electric transmission service remain just and reasonable
  • The Explainer on Siting Interstate Electric Transmission Facilities
    FERC’s final rule (Order No. 1977) that updates regulations on applications for permits to site interstate electric transmission facilities. The updates include: requirements for applicants to demonstrate good faith efforts to engage with landowners; produce project participation plans that include engagement with environmental justice communities and Tribes; and submit Resource Reports on a proposed project’s impacts on air quality and environmental noise, environmental justice, and Tribal resources.

Maryland Reports

  • Electrification Study for Maryland
    The Maryland Public Service Commission contracted Brattle to conduct this study, which shows that electricity demand growth in high electrification scenarios would be comparable to or lower than historical growth rates.​​
  • ​PSC - Net Energy Metering
    Report on the Status of Net Energy Metering (November 2023).  There is no homepage, but anyone interested in learning more about this program can read this 2023 Report. Docket No. PC44.

  • Maryland Electric Choice
    Maryland residents can shop here for electricity from a retailer.
  • EmPOWER for Maryland
    ​EmPOWER Maryland is an energy efficiency initiative that is designed to cost-effectively reduce energy consumption and promote renewable energy and beneficial electrification in new and existing buildings across the state. As of August 2024, EmPOWER is in the 2024-2026 programmatic cycle.
    EmPOWER for Maryland has multiple working groups, which include: Greenhouse Gas Emissions (GHG) Goals, 2024-2026 Program Planning, Cost Recovery/Surcharge, Reporting and Process Improvement, PIDDS/Pilots, Midstream, conservation voltage reduction (CVR), Demand Response, Marketing, Limited Income, Natural Gas, Beneficial Electrification, and Residential Commercial Energy Storage.
  • ​PSC - Energy Storage Program​
    The PSC's Energy Storage Program provides a competitive energy storage procurement program, with annual deployment targets for energy storage devices in Maryland.

  • PSC - Energy Storage Pilot Program​
    The Energy Storage Pilot Program, also known as the PC44 docket per Case Number 9619, was created in 2019 "to test innovative regulatory and business models for energy storage that have the potential to reduce ratepayer costs and provide benefits to customers, utilities, competitive
    storage providers, and the electric grid."​

  • PSC - EV Pilot Program
    The EV Pilot Program, also known as the PC44 docket per Case Number 9478, was initiated in 2018 due to the interest of a diverse set of ​stakeholders in a coordinated Statewide Electric Vehicle Portfolio.
    The program aims to "address barriers to deployment of electric vehicles; increase the efficiency and reliability of the electric distribution system; and lower electricity use at times of high demand."
  • PSC - Community Solar Programs
    The Community Solar program began in 2015, after it was introduced in Rulemaking 56 and continues to be active.
    The Community Solar Programs are initiatives where residents can have solar panels installed on their rooftops exclusively for their use.
