About the Board
Established by Maryland law in 2010, the Marine Contractors Licensing Board (MCLB) regulates individuals and businesses performing marine contractor services throughout the state. The Board develops the state’s licensing program, manages fee collection, and maintains a public record of all licensed contractors to ensure professional standards.
The Governor appoints seven members to three-year terms to oversee these operations. This board includes three licensed marine contractors, two at-large representatives, and one representative each from the Maryland Department of the Environment and the Department of Natural Resources.
MCLB Responsibilities
The MCLB is responsible for ensuring all marine contractors in Maryland possess the experience and knowledge to meet professional and environmental standards. Anyone performing marine contractor services—such as dredging, shoreline stabilization, or building piers and boathouses—must be licensed by the Board. While exceptions exist for property owners and government employees, most professional contractors and subcontractors are required to prove they have at least two years of experience, pass a written exam, and carry the necessary liability and workers' compensation insurance.
A Marine Contractors License is valid for two years and requires 12 hours of approved continuing education to renew. It is important to note that a Maryland Home Improvement Commission (MHIC) license is not a substitute for this specialized certification; all work within Maryland’s tidal wetlands must be performed by a contractor licensed specifically through the MCLB.
