License Application Instructions

New Marine Contractor Regulations Became Effective March 18, 2024.

The most significant change in the new regulations is the introduction of four license Categories. These Categories create separate licenses that authorize more specific types of marine contractor services based on an applicant or licensee's particular experience. These four Categories replace the previous single license that authorized all marine contractor services.​

These four Categories are:

Category 1: Heavy Marine Construction (also authorizes Cats. 2, 3 & 4)

Category 2: Residential and Commercial Marine Construction (also authorizes Cats. 3 & and 4)

Category 3: Limited Marine Construction

Category 4: Incidental Marine Contractor Services


When will I be required to apply for a license Category? 
Renewal Licenses: Contractors who are currently licensed will be transitioned to their new Category with their renewal. 

New applicants for a Marine Contractor's License:  Applicants will be required to select, on application, the Category of license for which they can are qualified.  More information on the specifics of the license Categories can be found on the new Entity and Individual Application forms.

Your work experience will guide you in determining which category license you are qualified for.


License Applicatio​n Instructions: Licensing is a three-step process. The first step is to complete and submit the entity or individual license application form based on the information guide. The second step is to pay a study manual/test fee of (​$75), and take the marine contractor license test. The third step is to pay the license fee once you pass the test. License fees are $600​ for a two-year license.

Complete and submit the Marine Contractor License Application Form. Please refer to the Information Guide Below for help in filling out the form.
 
 
Effective December 1, 2023, the two-year marine contractor license fee will be $600. All MCLB licensing actions after December 1, 2023 will have this fee applied, including those marine contractors whose licenses expire 12/31/2023.

The Marine Contractors Licensing Board (MCLB), in accordance with Maryland Environment Article, Title 17-206, has completed an evaluation of its funding and costs to maintain and administer the MCLB. MCLB finds this modest fee increase is conservatively consistent with the Consumer Price Index evaluation since fees were last adjusted down from $600 in 2020. The license fee increase will enable the MCLB to fund continued operations including development of online continuing education training for its licensees. To date, two online courses have been developed which present options for licensed contractors to satisfy their required 12 hours of continuing education credits needed for license renewal. It is the MCLB’s intention to devote available resources for both in-person and online training.

*Note:  Applicants will be advised of the location upon approval of the application. 
 
 

Please be advised that Licenses will not be considered complete until your fee has been received. Once all fees have been paid, then the license will be sent to the licensee.

 

**Note: If the license fee is not paid within 90 days of testing, the applicant will be required to start the application process again, including testing.
