​License Application Instructions

Important Update: New Marine Contractor Regulations took effect on March 18, 2024. The single master license has been replaced by four distinct license categories based on your experience.​

​Understanding the 4 License Categories

Your license will authorize you to perform specific types of marine contractor services based on your approved category. Higher categories automatically include the permissions of the categories below them.

  • Category 1: Heavy Marine Construction (Includes authorization for Categories 2, 3, and 4)
  • Category 2: Residential and Commercial Marine Construction (Includes authorization for Categories 3 and 4)
  • Category 3: Limited Marine Construction 
  • Category 4: Incidental Marine Contractor Services

2. Submit Your Application

You can obtain and submit your forms in three ways:

  • Download & Print: Use the links provided above.
  • By Mail: Send your completed forms and payment to: Marine Contractors Licensing Board c/o Maryland Department of the Environment 1800 Washington Boulevard, Suite 430 Baltimore, Maryland 21230
  • Request by Phone: Call 410-537-3249 (or 1-800-633-6101, ext. 3249) to have an application mailed to you.​
3. Pay the Test Fee and Take the Exam 
Once the Board approves your experience, you will pay a $75 testing fee. This covers your study manual and the cost of the exam. The Board will notify you of your testing location once your application is approved.

4. Fee Information
The fee for a two-year Marine Contractor License is $600.  Your license will only be issued and mailed after all fees are paid in full.
​Note: This fee supports Board operations and the development of required continuing education courses, including new online training options.


Managing Your Active License​

Once you receive your license, it is valid for two years. To stay compliant, you must follow these rules:
  • Signature & Display: The named representative must sign the certificate. The bottom portion must be clearly displayed in your main office, while the representative may carry the top portion.
  • Vehicle Identification: You must mark at least one truck or piece of heavy equipment with your license number in 3-inch block letters (magnetic numbers are allowed). This vehicle must be present at your work site during the day.
  • Changing Your Information: You must notify the Board of any changes to your contact information.
  • If Your Representative Leaves: You must notify the MCLB in writing within 5 days of your named representative leaving, or your license becomes invalid and you cannot perform marine contractor services in Maryland. The new representative must submit an application and pass the test within 45 days of the change.

License Renewals & Continuing Education​

The Board sends a renewal notice 60 days before your license expires, but keeping your license current is ultimately your responsibility. If your license has expired for more than 45 days, you cannot renew it; you must complete the full application process again.

Continuing Education (CE) Requirements: To maintain your license, the named representative must complete at least 12 hours of approved continuing education during each two-year cycle. You must provide proof of attendance from the training provider to receive credit.

Approved CE Topics Include:
  • Business Operations (Accounting, management, administration)
  • Safety & First Aid (CPR, OSHA safety, heavy equipment operation)
  • Marine-Specific Skills (Equipment maintenance, materials vendor training)
  • Environmental & Regulatory (Compliance, hazardous materials, spill response)
  • Maritime Compliance (Coast Guard safety, vessel compliance, navigation)
