​The Code of​ Maryland Regulations, often referred to as COMAR, is the official compilation of all administrative regulations issued by agencies of the state.  Click on this link to find environmental regulations under Tit​le 26.  

The Maryland General Assembly enacts statutes. Administrative agencies adopt, amend and repeal regulations under the authority granted to them by statutes. Unless the legislature has created an exemption, agencies must follow the procedures in the Administrative Procedure Act when adopting, amending or repealing regulations.

Maryland’s environmental regulations are reviewed and updated on a regular basis. This process helps make sure the rules:

• Continue to serve the public interest
• Are supported by state law and court decisions
• Are still appropriate or need to be updated or removed

This review process includes input from within the Department and from outside partners—such as other state agencies, local governments, community groups, and members of the public. Public involvement may include community meetings, public hearings, and other opportunities to share feedback.

When new regulations are proposed, they are published in the Maryland Register, which is issued every two weeks. Relevant regulations affecting the environment can also be found in the Code of Federal Regulations (CFR). 

Each proposal explains how and when you can submit comments. It also includes information about how the proposal compares to federal standards and what economic impacts it may have on government, businesses, and communities.
