Chapter 212 (HB 1124) of 2019 - State Government - Regulations Impacting Small Businesses was signed into law by Governor Larry Hogan on April 30, 2019. This law establishes several new requirements for Executive Branch agencies when promulgating regulations determined to impact small businesses. These new requirements include, among others, posting on agency websites proposed regulations or proposed scope of regulations determined to impact small businesses and creation of electronic registries where interested parties can register to receive email notifications about the proposed regulations. NOTICE - Opportunity to Comment on the Draft Proposed Packaging and Paper Products - Producer Responsibility Regulations:
Pursuant to Chapter 212, Acts of 2019, the Maryland Department of the Environment (MDE) will provide an opportunity for small businesses, nonprofit organizations, and other interested parties to review and comment on a draft proposal to adopt new regulations under Code of Maryland Regulations (COMAR) 26.04.14 Packaging and Paper Products - Producer Responsibility. These draft proposed regulations are expected to impact certain small businesses that are producers of certain packaging and paper products or provide certain services to certain entities.
Public comments on the draft proposed regulations will be accepted until December 27, 2025. Please submit comments concerning the draft regulatory proposal via email or mail to:
