Inner Harbor Park and Promenade Redevelopment Project

MCB HP Baltimore LLC (“MCB”) is in the process of securing approvals to reimagine Baltimore’s Inner Harbor through the revitalization of approximately fourteen acres of existing public park and promenade, the addition of over four acres of new public space, and delivery of over 1.4 million square feet of privately owned commercial, retail, and residential space along the Inner Harbor waterfront.

The Inner Harbor Park and Promenade (IHPP) Redevelopment Project includes work in State Tidal Wetlands that encompasses the area from Pier 3/National Aquarium along the existing promenade to the eastern end of the Rash Field shoreline and work that will permanently impact the nontidal floodplain of Jones Falls.  
  
Activities proposed within the nontidal floodplain include permanent impact of 56,731 square feet (1,265 cubic yards of fill) to the nontidal floodplain of Jones Falls.

​​Activities proposed with tidal wetlands include: floating docks for maritime recreation and transportation; fixed piers and boardwalks for safe pedestrian access along the Inner Harbor; and floating wetlands to enhance water quality and habitat. 

Public Hearing

A public informational hearing, in-person and concurrent virtual option, will be held at 7:00pm, Wednesday, March 18, 2026 at the Patagonia Outlet Baltimore, 700 South Caroline Street, Baltimore Maryland, 21231.  A poster session will be held from 6:00pm – 7:00pm, prior to the hearing. In case of inclement weather on March 18, 2026, when the Maryland State Offices in Baltimore are closed, the in-person and virtual public hearing will be held on March 25, 2026, at the same location and times listed above, and comments will be accepted until April 8, 2026.  If the hearing on March 18, 2026 is held, there will not be a hearing on March 25, 2026.​
