What if we cannot meet the deadline?
If you cannot meet the deadline, you will have a chance to report your best management practices (BMPs) for both retrofits and new development, in the future. The EPA Chesapeake Bay Program Office (CBPO) will be working with the Bay states to update the historical BMP inventories between now and the end of calendar-year 2014.
What if we have BMPs to report that were implemented before the current reporting cycle?
The CBPO will be working with the Bay States to update the historical BMP inventories between now and the end of calendar-year 2014. During that time you will have an opportunity to update your record of previously installed stormwater controls.
Does this tool serve as our Notice of Construction Completed (NOCC) for stormwater controls on new development?
No. The reporting of stormwater controls for new development is required by State regulation for all jurisdictions with stormwater programs (COMAR 26.17.02.10G). If you are not sure your NOCC Form information is reaching MDE, please first assess your local process to determine where the information is routed. If you suspect that your NOCC Form information is not being routed to MDE, please contact Mr. Sekhoane Rathebe at 410-537-3580 at MDE for assistance.
I am a Phase II MS4 jurisdiction. Am I supposed to report our implementation for the permit year reporting period using this tool?
This interim tool is used for transmitting BMP information to the CBPO and will not be used for meeting permit obligations. The Urban BMP Database, which will be included in reporting instructions you will receive as part of your revised NPDES permit, is the mechanism you must use to report to MDE for permit obligations. Why is the unique ID so important?
BMP verification protocols being developed by the CBPO will require that BMPs are regularly inspected, and maintained if needed, to continue receiving credit towards meeting Bay Watershed Implementation Plan (WIP) goals. Unique ID’s for each BMP ensure precise tracking of inspection and maintenance of existing BMPs, and helps to avoid double counting.
