Notice to Participants

This Notice is provided pursuant to § 4-501 of the General Provisions Article of the Maryland Code. The Maryland Department of the Environment (“MDE”) is a public agency and subject to the Maryland Public Information Act. These meetings may be audio and/or webinar recorded, with the exception of matters identified as confidential items on the agenda. Audio and webinar recordings of meetings will be made available on the Internet via MDE’s website and subject to inspection or copying, in whole or in part, by the public and other governmental agencies, if not protected by federal or State law. By participating in these meetings, individuals consent to the use and disclosure of the information that they share during the course of the meeting.


Clean Heat Rules - Zero-Emission Heating Equipment Standard (ZEHES) and Clean Heat Standard (CHS)

Stakeholder Meetings on Clean Heat Rules, Fall 2024​ - Winter 2025

In June 2024, Governor Moore issued Executive Order 01.01.2024.19, Leadership by State Government: Implementing Maryland’s Climate Pollution Reduction Plan. The Executive Order requires MDE to propose ZEHES and CHS. MDE’s Climate Change Program is working to adapt a ZEHES Model Rule published by the Northeast States for Coordinated Air Use Management (NESCAUM) and propose a Maryland ZEHES rule in 2025. MDE is also developing a CHS rule with the goal of proposing reporting requirements for covered parties in 2025. ZEHES and CHS together make up the Clean Heat Rules.

Meetings are being held for stakeholders to provide feedback and input on the Clean Heat Rules. Building Energy Performance Standards

MDE is proposing a ne​w Building Energy Performance Standards (BEPS) 2024 draft regulation.​

UPDATE: ​MDE's Climate Change Program is no longer accepting comments on the Building Energy Performance Standards (BEPS) draft regulation. ​The Notice of Proposed Action was published in the Maryland Register on September 6, 2024.
