Maryland is developing a Clean Heat Standard (CHS) and a Zero-Emissions Heating Equipment Standard (ZEHES) to complement existing programs that reduce air pollution from buildings. CHS and ZEHES will support the transition to efficient heating solutions in Maryland while improving public health and lower energy costs for residents and businesses. Together, these standards represent the “Clean Heat Rules”.


Zero-Emissions Heating Equipment Standard (ZEHES)

ZEHES will set emissions limits for newly manufactured residential furnaces, boilers, and water heaters, but it will not apply to cooking equipment or existing heating systems. ​

Existing furnaces, boilers, and water heaters can continue to be used, serviced, and maintained. The standard will only apply to new systems produced after specific compliance dates later this decade. 

Maryland is among several states considering adoption of this model rule to ensure consistency across the Northeast and Mid-Atlantic. Clean, efficient technologies such as heat pumps already meet the new standard and have become the top-selling heating systems in Maryland. 

Federal, state, and utility programs offer incentives to help households cover equipment and installation costs. As older systems reach the end of their life and are replaced with compliant models, Marylanders will see lasting health and economic benefits from cleaner, more efficient heating.


Clean Heat Standard (CHS)

The Clean Heat Standard will guide heating fuel providers—such as natural gas utilities and fuel oil or propane delivery companies—to gradually reduce emissions by delivering cleaner heating options to Maryland’s homes and businesses. These clean heat services can include installing zero-emissions heating equipment, weatherizing buildings, and providing cleaner fuels. Companies that offer these services can earn credits for their efforts, creating a market-based incentive to cut emissions.

Many fuel providers in Maryland already offer clean heat services, and this program will encourage more to do the same. It gives providers a clear, long-term path to reduce emissions while helping consumers access more affordable and efficient heating options. 

Although there is no requirement for individual consumers under this program, they will benefit from additional incentives and cleaner, healthier homes. The program also ensures that low- and moderate-income Marylanders share in these benefits.
