The Compliance Monitoring Data Portal (CMDP) is a web application that enables laboratories and water systems (or entities reporting on their behalf) to electronically report drinking water compliance sample results. These sample results can be microbiological or chemical. Results submitted via CMDP Production do not need paper forms submitted to MDE.
Submitters can use CMDP to report results by entering data within the online form, uploading an XML file generated from CMDP’s Excel template, or uploading an XML file generated from a Laboratory Information System (LIMS).
The information provided in below describes the general requirements to manually enter results into a template and upload it to the CMDP website. Instructions for entering the information directly into CMDP using the data entry screens that are part of the CMDP application are available

Registration
At the minimum, your laboratory or water system should designate at least two people as CMDP administrators - one as your primary administrator and the second as a backup. CMDP system administrators can add new users and assign roles (preparer, reviewer, and certifier) to the users. By default, CMDP system administrators can perform all of the preparer, reviewer, and certifier tasks in the submission and certification process. If you represent a small lab or water system, a single user with the CMDP system administrator role can do all of the CMDP tasks. If you represent a larger laboratory or water system, you may want to divide the work by assigning roles to specific users.
Before using CMDP, you must register with SCS Test for a CMDP Pre-Production (test) account. You can access the registration guide here under the “attachments” header. You may also consult this video. Your SCS Test account credentials will be your log in for CMDP Pre-Production.
After creating your account with SCS Test, you may access CMDP Pre-Production here. Should you have issues creating an account with EPA’s SCS, contact the SCS Help Desk at 1-888-890-1995 Option 2.
Note that SCS will not send reminders to change your password. If you are unable to log in to CMDP due to “Invalid Credentials”, your password may need to be changed. You may update your password on SCS using the “Forgot your Password” link. If you forgot your username, use the “Forgot User ID” link on SCS.
After successful testing in which accurate compliance monitoring data is confidently reported, Lab and PWS Administrators may then request access to CMDP Production. Results submitted via CMDP Production do not need paper forms submitted to MDE. Do not mail, fax, or email them to MDE.Requirements
The Microsoft Excel workbook templates (for operational and samples/results data entry) were developed using Office 15 for Windows. They may not work properly if you are using an older version or the Macintosh version of Office. In addition, the workbook template uses a macro to generate the XML files for uploading (as a samples job) to CMDP. Some organizations may prohibit using macros in Excel workbooks. Check with your IT support if you have issues running the macro.

Valid Methods List
In the following sections are tables of method codes for reference. Method codes in CMDP are gathered from each participating state’s SDWIS database. Therefore, the list of method codes in the CMDP template include those that Maryland’s SDWIS database will not accept. The tables provided here is a comprehensive list of method codes from CMDP that will be accepted by Maryland’s SDWIS database.
The method codes are provided in two sections. The first section provides method codes that are grouped by category (microbial, chemical, and crypto) and listed by their associated analyte in alphabetical order. The second section provides the unique method codes for each category.
Use either section to identify the accepted method code used by the analyzing lab. The method code may be directly copied and pasted into the CMDP Excel template.
If CMDP rejects the file due to an incompatible method code, contact the appropriate rule manager at MDE for assistance.
Additional Information
- There is no way to delete or correct sample results that have been submitted to the State. If a submission needs to be deleted or corrected contact MDE. MDE will delete the sample from the database and reject the sample in CMDP. After you receive a notification from CMDP that the results have been rejected, you can submit the corrected results using the same sample IDs.
- You can view the sample results you’ve submitted by using Drinking Water Watch. It will take no more than 75 minutes for recently submitted results to appear. Sample point ID’s and Facility IDs must match the information shown in Drinking Water Watch in the Water Systems Facilities Section.
- Public water systems may use a copy of a submitted sample result from Drinking Water Watch as copies of record.
- After you have successfully submitted examples of different types of submissions to the CMDP Test environment, you will be approved to submit results via CMDP Production. When you begin to submit results via CMDP Production you will no longer need to submit paper forms to MDE. Do not mail, fax, or email them to MDE.
- If you do not know the specific method codes your laboratory is certified for, please contact MDE for a list of your certified methods and analytes.
- Sample IDs must be unique (i.e. chemical and microbial sample IDs must be different).
- All results must be reported with the appropriate EPA Standard Method used for analysis to verify compliance with EPA analytical requirements.
- All results must be reported with an Analysis Start Date and an Analysis End Date to verify compliance with sample holding times.
- Chlorine Residual readings taken with distribution of Total Coliform samples must be reported as Field Results and Measurements for that sample.
