Water Quality Credits  Purchase Form

How are Credits Purchased?

​Purchases of Nitrogen, Phosphorus, and Sediment credits are conducted through individual agreements between a buyer and seller. The value of credits will be determined by the market forces of supply and demand, and their value will be determined through negotiations between the buyer and the seller.

Purchase Registration is initiated by submitting a completed Credit Purchase Form to the MDE Trading Administrator. The form should be signed by the credit seller and the buyer. All permits must be structured to allow purchased credit to be applied toward permit requirements. This may require permit modification.​

​All purchases involving Agricultural Credits will be registered by the Maryland Department of Agriculture. Regulatory review is not required, but encouraged for permitted entities buying credits to meet permit goals.​​
