Developers locating clean or renewable energy projects on degraded lands, such as brownfields, may qualify for a Voluntary Cleanup Program (VCP) application fee waiver. Under MDE regulations, applicants must certify their intent to use an eligible property for clean energy generation to receive the waiver. The fee waiver option has been active since January 1, 2022.
The VCP offers liability protection upon cleanup completion, potential brownfield tax incentives in participating jurisdictions, and state environmental reviews prior to redevelopment. Standard application fees are $10,000 for new projects and $2,000 for subsequent applications on active sites. For complete program details, visit the MD VCP Information Page.
Benefits of Using Brownfields Sites for Renewable Energy Projects
Brownfield sites usually have:
● existing infrastructure - electric, water and sewage, roads.
● access to electric grid
● large flat areas suitable for solar, wind, geothermal or biomass plants. Using such sites reduces site preparation costs.
● low property values-site acquisition costs or leases will be lower than other sites
● community support through land revitalization efforts and open space protection, especially in Environmental Justice communities
