Zero Emission Vehicles

The automotive industry has witnessed a significant shift towards sustainable transportation solutions, with electric vehicles emerging as a zero-emission option for consumers that is increasingly affordable, reliable and enjoyable

One of the most compelling reasons to choose electric vehicles is their positive impact on the environment. Transportation is the largest sector of greenhouse gas emissions in Maryland, making up more than 40 percent of air pollution that causes global warming. Unlike internal combustion engine vehicles, which rely on fossil fuels and emit harmful pollutants electric vehicles produce no tailpipe emissions.

Concerns regarding range anxiety, cost, and reliability have been significant barriers to widespread electric vehicle adoption. However, advancements in battery technology and charging infrastructure have addressed many of these concerns. Modern electric vehicles offer increasingly competitive driving ranges, with some models capable of traveling over 300 miles on a single charge. Moreover, the declining cost of lithium-ion batteries has led to a reduction in the purchase price. 

Various incentives to promote the adoption of electric vehicles are available through the state and federal government. These incentives often take the form of rebates, tax credits, or exemptions from certain fees. ​

While the upfront cost of electric vehicles has historically been higher than that of traditional gasoline-powered cars, the total cost of ownership over the vehicle's lifetime is often lower due to savings on fuel and maintenance expenses. .

In addition to passenger cars, electric vehicle technology is increasingly being utilized in freight and larger vehicles. Electric trucks and buses have the potential to reduce emissions in urban areas, where air quality is often a concern. Companies are developing electric trucks capable of hauling heavy loads over long distances, while public transportation agencies and local transit providers are electrifying their bus fleets to reduce pollution and operating costs. Advancements in battery technology and charging infrastructure are enabling the electrification of other heavy-duty vehicles such as construction equipment and delivery vans, further contributing to the transition towards sustainable transportation solutions.


Incentives for Electric Vehicle Owners


Federal:

  1. New Vehicle Tax Credit - Up to $7,500 for qualifying Electric Vehicle or Plug-in Hybrid purchases.

  2. Used Clean Vehicle Tax Credit - Up to 30% of the sale price for qualifying electric vehicle (EV) or fuel cell vehicle (FCV) purchases,  with a maximum credit of $4,000.

  3. Electric Vehicle Supply Equipment (EVSE) Credit - Up to 30% or $1,000 for charging station equipment.

State (Based on Available Funding):

  1. Maryland Excise Tax Credit - $3,000 for qualifying zero-emission plug-in electric or fuel cell electric vehicles. 

  2. Maryland Electric Vehicle Supply Equipment (EVSE) Rebate Program - 50% of the cost of Electric Vehicle Charging Equipment and Installation, up to $700 for individuals and $5,000 for businesses.

Additional Incentives and Programs: 

  1. High Occupancy Vehicle (HOV) Lane Access - Plug-in vehicles qualify for HOV lane access with a permit issued by the MVA. 

  2. Time-of-Use Charging Rates - Offered by Pepco and Baltimore Gas and Electric Company for Plug-In Vehicle owners, providing reduced rates during off-peak hours.
