What are Electric Vehicles?

Electric vehicles are cars that are capable of traveling only on electric power supplied by a battery. There are two main types of electric vehicles currently on the market:

Battery Electric Vehicles (BEV)

BEVs are powered solely by electricity stored in a battery pack in the car. The battery can be charged from a standard electrical outlet or special charging equipment. The driving range of BEVs varies by vehicle and battery capacity, and can range from about 150 miles up to 350 miles. BEVs must be plugged in to charge their batteries.

Plug-in Hybrid Electric Vehicles (PHEV)

PHEVs have smaller battery capacity packs than BEVs that can also be charged from a standard outlet or special charging equipment. The battery pack can let them travel several miles on electricity before a range-extending gasoline engine takes over. Typical range for PHEV varies by vehicle and battery capacity from 11 miles up to 38 miles. PHEV produce zero tailpipe emission while traveling on battery power, but allow a greater overall range to be driven without needing to plug in.

Why Drive an Electric Vehicle?

Electric Vehicles are Zero Emission Vehicles (ZEVs). ZEVs have the ability to produce zero tailpipe emissions. This helps reduce pollution from motor vehicles, one of the largest contributing sectors to Maryland’s ozone problem. EVs are cheaper to fuel too. Traveling on electricity from a battery is typically 1/3 the cost of traveling on gasoline and the maintenance costs are less than a comparable conventional vehicle.

ZEV MOU

Maryland joined seven other states in forming a task force to ensure the successful implementation of the Zero Emission Vehicles program. The ZEV program is part of the California Clean Cars Program that Maryland adopted in 2007. It requires vehicle manufacturers to begin selling an increasing number of ZEVs in the state. Maryland has a goal of having 60,000 ZEVs on the road by 2020 and 300,000 ZEVs on the road by 2025 and our work with the other ZEVs states will help build the market needed to sustain this goal.

Medium/Heavy-Duty ZEV MOU

On March 10, 2022 NESCAUM announced the release of its Draft Multi-State Medium- and Heavy-Duty Zero-Emission Vehicle Action Plan for a 45 day comment period. Comments should be submitted through NESCAUM's Public Input Portal.

Maryland, along with 14 other states and the District of Columbia, signed an agreement to increase the implementation of zero-emission medium- and heavy-duty vehicles in an effort to reduce harmful emissions. Under a Memorandum of Understanding (MOU) signed by Governor Larry Hogan, the signatory States agree to collaborate to increase the number of zero-emission medium- and heavy-duty vehicles in pursuit of a goal of all sales of these vehicles being zero-emission by 2050. MDE, along with the Maryland Department of Transportation, and the Maryland Energy Administration will work closely with motor carriers, environmental and public health experts, communities that are near heavy-duty freight corridors, and other stakeholders to develop a balanced and market-driven approach to cleaner trucking.
