Maryland Heating Fuel Provider Reporting Program (HFRP) (COMAR 26.11.44)

Beginning with 2026 data, MDE is requiring heating fuel providers to submit an annual report detailing the monthly amount of fuel delivered in Maryland, separated by fuel type, sector, and county. The initial report for calendar year 2026 data will be due by April 1, 2027, with the annual reporting deadline set for April 1st each year thereafter.

Emissions Certification Reports are Due Annually by April 1

Beginning with the 2010 emissions year, ARA is requiring that all Title V facilities report emissions of hazardous air pollutants (HAPS) from all registered equipment including fuel burning sources. These emissions will be due annually on April 1st, along with the rest of the certified emissions. To review the Emissions Certification letter, click here (pdf).

The Emissions Certification Report is to be completed on forms provided by the Department.  Please submit all forms and supporting documentation electronically to the following email address:  [email protected].   (Also cc: your compliance inspector, if known.)

Compliance Certification Report due annually by April 1

Those facilities which have been issued a Part 70 Operating Permit (Title5) are required to certify compliance each year. The Compliance Certification Reports are due by April 1 for the previous year.

The Compliance Certification is to be completed on forms provided by the Department and the EPA. Use the web links below to access the forms.

Paperless Reporting - E-mail Addresses:​

As Maryland Department of Environment's (MDE) Air and Radiation Administration (ARA) moves to paperless reporting, we would like all air compliance submissions to go to one of these general email addresses.  

Please submit your air compliance reports to MDE ARA electronically using one of the following general email addresses listed below with a carbon copy email submission to your assigned Air Compliance Inspector.  

Once a document has been submitted electronically, there is no need to submit a hard copy as well.
