Baltimore, Harford, and Cecil Counties - Public Notice Issued October 28, 2019

201960846/19-NT-0150: MARYLAND DEPARTMENT OF TRANSPORTATION, MARYLAND TRANSPORTATION AUTHORITY (MDTA), 8019 Corporate Drive, Suite F, Baltimore, Maryland, 21236, has applied to construct Phase 2 of the I-95 Section 200 Improvements including, extending a two-lane express toll lane (ETL) on northbound I-95 from north of Old Joppa Road to Bynum Run, just south of MD 543; safety and operational improvements along northbound I-95, relocation of the existing Park and Ride at the interchange of I-95 and MD 152, construction of a new Park and Ride on MD 24, construction of two noise walls adjacent to northbound I-95 and two noise walls adjacent to southbound I-95, and providing a new Intelligent Transportation System communication system to improve operations and incident management along both northbound and southbound I-95. The project will permanently impact 133,779 square feet of nontidal forested wetland, 7,563 square feet of nontidal scrub shrub wetland, 31,038 square feet of nontidal emergent wetland, 2,298 square feet of nontidal forested/emergent wetland, 491,125 square feet of the 25-foot nontidal wetland buffer, 28,555 linear feet of waterways, and 210,636 square feet of 100-year floodplain. The project will temporarily impact 80,924 square feet of nontidal forested wetland, 6,258 square feet of nontidal scrub shrub wetland, 84,413 square feet of nontidal emergent wetland, 235,373 square feet of the 25-foot nontidal wetland buffer, 107 linear feet of waterways, and 1,179,654 square feet of 100-year floodplain. The project is proposed within the Little Gunpowder Falls (Use III), Lower Winters Run (Use I-P), Haha Branch (Use I), and Bynum Run (Use III) watersheds. The applicant proposes to mitigate for 174,678 square feet of permanently impacted nontidal wetlands and 13,213 linear feet of waterways. The proposed mitigation will be provided off-site at the following locations: Lilly Run Stream Mitigation Site located in the City of Havre de Grace, Harford County, and Jones Falls (Eccleston Mitigation Site) in Owings Mills, Baltimore County. The project is located on I-95 from north of Old Joppa Road to Bynum Run, just south of MD 543 in Harford County, Maryland.

A public informational hearing on this project will be held on Thursday November 14, 2019, at the William Paca Elementary School at 2706 Philadelphia Road, Abingdon, MD 21009. The applicant will have the project plans on display beginning at 6:00 p.m. The hearing will begin promptly at 7:00 p.m. Only those issues subject to regulation by the MDE Nontidal Wetlands and Waterway Construction Divisions (impacts to nontidal wetlands, wetland buffer, waterways, and the 100-year floodplain) will be considered in rendering a decision to grant or deny the MDE Permit.
