NEW! TMDL Implementation Progress and Planning Tool (TIPP)

 
The TMDL Implementation Progress and Planning (TIPP) spreadsheet tool is meant to accompany the submission of Stormwater Wasteload Allocation (SW-WLA) Implementation Plans to MDE. It estimates load reductions at various points in the watershed planning process, allowing users to assess current progress and future BMP implementation for both local and the Chesapeake Bay TMDL. Local jurisdictions are not required to use this spreadsheet, however it is provided to simplify the county planning process. The spreadsheet uses Chesapeake Bay Phase 6 CAST-2017d Watershed Model No Action (No BMP) scenario loading rates with disaggregated Stream Bed and Bank (STB) loads at the county-8 digit and Chesapeake Bay Segment watershed scale.
 
In an effort to improve and streamline the SW-WLA implementation planning process, jurisdictions are encouraged to provide feedback and suggest improvements for this spreadsheet tool to mde.tmdlcoordinator@maryland.gov​.​

NEW! Maryland Forest Financing Implementation Tool (MD FFIT)

 
Maryland Forest Financing Implementation Tool (MD FFIT), a calculator designed to assist MD local governments, counties, and their partners seeking loans to fund forestry efforts and earn restoration credits for permits. The video shows how MD FFIT can be used to review different implementation scenarios, evaluate how much a forestry project would cost, estimate how many MS4 credits and environmental co-benefits can be achieved.  The slides in the video and a user guide are also below.

CAST - Chesapeake Assessment Scenario Tool (EPA Chesapeake Bay Program) / BayFAST

 

Web-based nitrogen, phosphorus and sediment load estimator tools have been developed to streamline environmental planning. These tools provide estimates of nitrogen, phosphorus, and sediment load reductions with user-specified BMPs and other scenario criteria.



Stormwater Management and Restoration Tracking (SMART) Tool

 
The SMART tool​ is an interactive, web-based mapping, tracking and reporting tool that provides a credible and certifiable way to account for 10 small-scale practices can be implemented by property owners and 9 larger-scale that are typically implemented on private properties by a professional.  The tool allows individuals to upload their BMP data to a local website, where the data is tracked and certified by trained individuals. SMART incorporates all approved nutrient and sediment reduction information approved by the Chesapeake Bay Program’s Water Quality Goal Implementation Team to calculate and report out individual and aggregate reductions for each BMP tracked.  This reporting ability allows for the adoption of small-scale BMP’s into the formal accounting of nutrient and sediment reductions of local TMDL/Phase II WIP, NPDES and MS4 permit requirements and could potentially result in considerable quantifiable cost-savings for local governments.

While small-scale stormwater BMPs may only have a small effect on nitrogen, phosphorus and sediment pollution, total pollution reductions can become substantial when these actions are multiplied over hundreds of properties. SMART empowers environmentally conscience private property owners to report stormwater practices and reinforces positive behaviors by providing a forum for their beneficial actions.   When accessed, the web-based dashboard depicts the many stormwater BMPs being installed and the impacts of those practices across states, counties, municipalities and watersheds.  Additionally, it provides the images and information about the installed stormwater practices to educate and inspire property owners without stormwater BMPs on their property take action along with their neighbors.
