Final National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule

NetDMR

NetDMR is a national tool that allows facilities permitted under the National Pollution Discharge Elimination System (NPDES) program developed by the U.S. EPA to electronically submit discharge monitoring reports (DMRs) via the Internet. Federal regulations at 40 CFR 122.41 and 403.12 require permittees to submit DMRs electronically.  Maryland permittees use NetDMR for this purpose.  Click here to go to the NetDMR homepage.

New NetDMR users must first create a Central Data Exchange (CDX) account in order to access NetDMR.  As part of this process, users associate their account with their organization.  Once the user has a CDX account, the user can log into NetDMR.  Users follow additional steps to gain different types of access to facility permits in NetDMR.  Once that process is complete, users can see, edit, and sign DMRs in NetDMR, depending on the role they have for each permit.
