State agencies can make a difference when it comes to reaching our recycling goals. That’s where the All StAR (All State Agencies Recycle) program comes in.
The program requires every state agency to designate a recycling coordinator to manage their sites, promote recycling, and submit annual reports on waste and recycling activity.
The program, established in 1988, has grown over time as recycling requirements have expanded. In 2009, state law required agencies to establish systems for recycling aluminum, glass, paper, and plastic, including collection bins in state-owned and operated offices where practical.
Today, state agencies continue to track progress, and in 2023 achieved a recycling rate of 24% across all facilities, with a goal of reaching 40%. The program reflects an ongoing effort to lead by example and steadily improve recycling performance in government operations.
