Recycling Coordinator Resources

Local recycling coordinators are responsible for reporting both waste disposal and recycling data to the state through the annual tonnage reporting survey. We collect information on waste disposed at permitted solid waste acceptance facilities, but counties must also report waste recycled at those facilities as well as waste disposed at non-permitted facilities. 

To help with reporting, counties should have a copy of the list of permitted acceptance facilities. Facilities with the same contact information are grouped under a single county, but only active facilities need to be reported. For example, in Calvert County, Appeal Landfill and Calvert County Transfer Station are active, while the Barstow Sanitary Landfill is closed.

Business Recycling

Participation from commercial, retail and service businesses can dramatically increase our statewide recycling rates, but rules, services and participation differ by jurisdiction. County recycling coordinators are responsible for collecting waste disposal totals for all businesses that report recycling totals in the county’s annual survey. Coordinators will need a copy of the permitted acceptance facilities list to complete the survey. If a county wants to include a business’ recycling totals in its report, the business’ waste disposed totals must also be reported. If the waste disposed totals cannot be verified, the recycling data from that business should not be included. Recycling processing companies should not be included in these surveys.

Recycling Processors

Processors are required to submit annual tonnage reports to their local jurisdiction showing the types and amounts of recyclable materials they handled during the previous calendar year. Reports must be filed separately for each jurisdiction where the recyclables were generated and cannot combine totals from different counties. Processors are expected to provide detailed information on the categories of materials they received, such as glass, metals, plastics, paper, yard waste, food waste, and construction debris, and to record the amounts in tons.
