Helpful Hints for Those Filling Out the Discharge Section of the Application for an Individual or General Permit for Stormwater Associated with Construction Activity (NOI)

Here are some helpful hints for those entities filling out the Discharge Information section of the Notice of Intent on the ePermits system. This does not provide instructions for any other part of the permit application.

If you do not know the name of the receiving waters for your project, please visit MDE’s Designated Use mapping page at:
http://mde.maryland.gov/programs/Water/TMDL/WaterQualityStandards/Pages/DesignatedUsesMaps.aspx.1
Using the map, enter the address OR latitude/longitude coordinates into the search box in the upper right-hand corner. If entering latitude and longitude please be sure to use decimal degrees format. Note: You’ll also want to make sure that the longitude value is typed first into this box and is preceded by a negative sign. The latitude and longitude values should be separated by a space. Once you’ve done this, click enter.

The map will then zoom in to the area of interest. Using the underlying topographic map, determine to which surface water body your project will drain. Click on this surface water body to open a pop-up window that provides the water body name at the top of the window. This is the “receiving water” that you will write down for the first part of question 2. This pop-up window also provides the Maryland 8-digit watershed basin code which you write for the second part of this question.

To find current information on the receiving waters impairment status, you will want to navigate to the portion of the Water Quality Mapping Center that deals with water quality assessment information located at: https://mdewin64.mde.state.md.us/WSA/IR-TMDL/index.html. Here you will find a series of links to maps that display different water quality assessment information organized by pollution type. Start by visiting (clicking on) the map link that is labeled as “Sediments”. Following the same initial process described in the previous helpful hint section, click on the receiving water to determine if it is impaired by sediments. Impaired water bodies will be displayed in the color red or orange and will have a listing category of 4a or 5. Please note: You will have to scroll down in the pop-up window or expand the pop-up window to view the listing category and the specific pollutant (TSS or sedimentation/siltation) information. If you do not see your receiving water body on this map or it is displayed in the color yellow, it means that an assessment has not been completed and no impairment for excess sediment exists (in the receiving water). If the receiving water body is shown in green, it means that an assessment was conducted and no impairment was found. Repeat this process for all the other pollutant map links to determine if you should check the “Other” box. Please note that if you checked any of the three boxes (total suspended solids, sedimentation/siltation or other) you should select “Yes” for the question regarding whether the receiving waters are impaired on the 303(d) list. If none of these boxes were checked than you can select “No” for the question.
