The Maryland Department of the Environment congratulates several employees for their outstanding service during the first two quarters of the year.

Eva S. Nair, of the Air and Radiation Management Administration, for developing a plan that eliminated a significant backlog of unprocessed X-ray certification documents and for setting a course of action to address a backlog of registrations and incoming applications and renewals.

Raymond Manley, of the Air and Radiation Management Administration, for providing subject matter expertise to the Office of the Governor and officials of the Departments of Health and Mental Hygiene, Natural Resources, and Homeland Security, that helped resolve concerns about local radiation readings following the Japanese nuclear reactor accident.

Sal Vitale, of the Administrative Services Administration, for conducting research, working with vendors, designing specifications, and testing desktop and software infrastructure to develop the hardware components of MDE’s new capital inventory system.

Laura Armstrong, of the Office of Legislation and Policy, for serving as a core member of the Green Jobs and Industry Working Group, serving as the Department’s liaison to fellow state agencies,, and working as the sole staff person for the Maryland Green Registry, which was recognized last year by the National Pollution Prevention Roundtable as one of the Most Valuable Pollution Prevention Programs.

Smiti Nepal, of the Land Management Administration, for her expertise in conducting quality assurance reviews of liners, leachate collection systems, and closure caps at landfills, including efforts that prevented costly delays to counties and potential future water quality impacts.

Tom Levering, of the Office of the Secretary, for quickly convening the Ingestion Pathway Coordinating Committee and coordinating emergency sampling activity after the finding of measurable quantities of radioactive iodine in Maryland air samples and working with the Committee to put in place an augmented monitoring program.

Bill Lee, of the Water Management Administration’s Compliance Program, for obtaining approval from EPA for NetDMR use in Maryland to ensure continuous improvement in the management of key regulatory data.

Paul Emmart, of the Science Services Administration, for consolidating a complex array of information under tight time constraints as part of the development of Maryland’s Chesapeake Bay Phase I Watershed Implementation Plan.

Janice Outen, of the Water Management Administration, for her work with Cecil County and Artesian Water Maryland, Inc., on the review, modification, and approval of a water and sewerage plan amendment.

Rabecka Koons, of the Air and Radiation Management Administration, for her customer service to MedImmune, LLC, when processing its Permit to Construct and State Permit to Operate.

Barbara J. Park, of the Air and Radiation Management Administration’s Radiological Health Program, for work that included coordinating Maryland’s implementation and input into the United States Nuclear Regulatory Commission’s National Source Tracking System, maintaining the flow of more than 530 radioactive material licensing actions, and participating in nuclear drills.

Paul Certeza, of the Land Management Administration, for managing American Recovery and Reinvestment Act grant funds and keeping the Department on a steady track to meet the grant’s overall goals.

Alesia Koritzer, of the Operational Services Administration, for ensuring that MDE met the 10,000 business mile requirement and, as a result, had no underutilized vehicles in the fiscal year that began in July 2010.

Teresa Ernest, of the Office of Budget and Financing, for originating 11 State Revolving Fund loans in June and working with five jurisdictions to bring their water quality and drinking water projects to loan funding.

Gilbert Lookingland, of the Science Services Administration, for independently planning and implementing the water quality monitoring of Baltimore Harbor Industrial Dischargers for Polychlorinated biphenyls (PCBs). The monitoring effort was considered a crucial component in the development of the Baltimore Harbor/Back River TMDL.

Heather Merritt, of the Science Services Administration, for providing the Maryland Park Service with information regarding water quality testing, clarifying procedures, and acting as a liaison between the Service and local health departments.

Carol Coates, of the Water Management Administration, for her efforts in the development of several significant enforcement actions related to water pollution associated with coal combustion byproduct disposal sites in Maryland.

Millie Toskes, of the Water Management Administration, for handling the annual inventory process for WMA after the retirement of the Administration’s inventory control officer.
