Final TMDL Approved by EPA: Port Tobacco River Watershed

The Port Tobacco River watershed is located on the lower western shore of Maryland in Charles County. The Port Tobacco River watershed is comprised of several major tributaries, the mainstream of Port Tobacco Creek, Jennie Run, Hoghole Run, and Wills Branch. According to the Chesapeake Bay Program’s Phase 5.3.2 watershed model the drainage area of the Maryland 8-digit watershed is approximately 28,000 acres. The Maryland 8-digit watershed boundary also includes approximately 2,000 acres of tidal water. The watershed is located in the Coastal Plain region, one of three distinct eco-regions identified in the MDDNR MBSS Index of Biological Integrity (IBI) metrics. The total population in the Port Tobacco River watershed is approximately 17,450. There are two “high quality,” or Tier II, stream segments (BIBI and FIBI aquatic life assessment scores > 4 [scale 1-5]) located within the Port Tobacco River watershed.  Hogole Run and Jennie Run are both designated as Tier II Catchments. Tier II segments would require the implementation of Maryland’s anti-degradation policy.
 
The Maryland Department of the Environment (MDE) identified the waters of the Port Tobacco River watershed and associated assessment units on the State’s 2018 Integrated Report as impaired by multiple pollutants including sediment.  A data solicitation for TSS/sediment was conducted by MDE in May 2018, and all readily available data has been considered. 
 
The TMDL, available below, will ensure that watershed sediment loads are at a level to support the designated uses for the Port Tobacco River watershed, and more specifically, at a level to support aquatic life.
