​Extended Producer Responsibility Program

The Maryland Department of the Environment is establishing a packaging Extended Producer Responsibility (EPR) program for the state. The EPR program was established by Senate Bill 222 (9-2501 through 9-2510​ of the Environment Article, Annotated Code of Maryland), that was passed in the 2023 Gene​ral Assembly.

Recycling Needs Assessment Request for Proposal​  


MDE Requirements Under EPR

  • ​Select a Producer Responsibility Organization (PRO). 
    • ​In October 2023, MDE announced that Circular Action Alliance would act as the single packaging PRO in the State of Maryland.
  • Conduct a Recycling Needs Assessment.
    • ​In February 2024, the Request for Proposal (RFP) for the Recycling Needs Assessment was issued. Vendors can submit proposals by March 15, 2024. For questions on the RFP contact June Dwyer.
  • ​Convene an EPR Advisory Committee. 
    • MDE has announced the members of the EPR Advisory Committee.
