BALTIMORE, MD (October 2, 1997) -- In a coordinated enforcement action, the U.S. Environmental Protection Agency (EPA) and the Maryland Department of the Environment (MDE) have assessed administrative penalties totalling $59,000 against Domino Sugar Corporation, 1100 East Key Highway, Baltimore, for Clean Water Act violations at the corporation's sugar cane refinery along the Patapsco River in Baltimore's Northwest Harbor.
The combined administrative civil penalty of $59,000 against Domino was assessed for failure to comply with provisions of its discharge permit which are designed to prevent the discharge of raw sugar into the river and for discharging processed wastewater that exceeded pH, temperature and persistent foam limitations of their discharge permit.
In addition to the administrative penalty, MDE has ordered Domino to submit plans within 20 days of the complaints to correct the problems at the facility. The plans, when approved by MDE, will ensure that the company does what is required to come into compliance with its permit.
Domino has 10 days to request an administrative hearing from MDE on the orders and 30 days to appeal the penalty assessed by the department. The company also has 20 days to request a hearing from the EPA.
