BALTIMORE, MD (October 5, 2007) – The Maryland Department of the Environment (MDE) Water Management Administration Compliance Program issued the following enforcement actions between September 1 and September 31, 2007:

  • Cherry Hill WWTP, Cecil County

    MDE and Cecil County Department of Public Works entered into a Consent Order issued September 14, 2007, to address the potential public health risk caused periodically by the dispersal of untreated aerosols and nuisance odors from the clarifiers and aerators at the Cherry Hill WWTP located at 119 Beauchamp Road, Elkton, Cecil County. The Consent Order requires submittal of a plan and schedule for the installation of covers for the Plant by no later than April 30, 2008.

  • Campus Hill Shopping Center, Harford County

    On September 14, 2007, MDE forwarded a request to the Office of Administrative Hearings to schedule a hearing on Administrative Complaint, Order and Penalty AO-07-0434, Maryland Department of the Environment v. Rosen Associates Management Company. The Administrative Complaint, Order and Penalty was issued to Campus Hills Maryland Associates L.P. on February 5, 2007 to address violations of State Groundwater Discharge Permit 03-DP-3243 that occurred at the Campus Hills Shopping Center, including but not limited to the unauthorized discharge of sewage to waters of the State. The Administrative Complaint required submittal of a plan and schedule to address improvements to the treatment system and septic system that services the shopping center and required payment of a $26,350 administrative penalty. MDE met with Rosen Associates representatives on March 14, 2007, in an attempt to resolve the Administrative Complaint. In follow-up to the meeting, MDE issued a proposed Consent Order for review and comment on June 27, 2007. MDE’s attempts to negotiate a resolution have been unsuccessful.
