BALTIMORE, MD (August 7, 2007) - The Maryland Department of the Environment’s (MDE) Waste Management Administration issued the following enforcement actions between July 15 and July 31, 2007 with penalties more than $5,000:

  • Quantum Lead Consulting, Washington County

    3 affected properties - On July 20, MDE issued a Notice of Violation with Penalty to Quantum Lead Consulting for violation of Maryland’s Lead Laws by issuing lead abatement certificates for properties that did not meet the legal requirements for lead abatement. The notice contained an offer to settle the case for a penalty amount of $9,000. If the penalty is not paid this case will be referred to the Maryland Office of the Attorney General for appropriate legal action.

  • Stephen and Douglas Snowden, Washington County

    1 affected property - On July 24, MDE issued an Administrative Complaint, Order and Penalty equaling $40,000 to Stephen and Douglas Snowden for violating Maryland’s Lead Laws by failing to register a property, and failure to bring the affected property into compliance with risk reduction standards.

  • Ivey Price, Baltimore City

    11 affected properties - On July 24, MDE issued an Administrative Complaint, Order and Penalty equaling $11,000 to Ivey Price for violating Maryland’s Lead Laws by failing to register properties, and failure bring the affected properties into compliance with risk reduction standards.

  • Adedeji Ojabowale, Baltimore City

    4 affected properties - On July 24, MDE issued an Administrative Complaint, Order and Penalty equaling $17,500 to Adedeji Ojabowale for violating Maryland’s Lead Laws by failing to register properties, and failure bring the affected properties into compliance with risk reduction standards.

  • William Horne and Maryland Home Specialist, Inc., Baltimore City

    60 affected properties - On July 25, MDE signed a Settlement Agreement and Consent Order with William Horne and Maryland Home Specialist, Inc. that contained a penalty of $6,000 for violating Maryland’s Lead Laws by issuing passing risk reduction certificates after Mr. Horne’s accreditation expired.The first payment of $3,000 has been made.

  • Charles W. Shoultz III, Baltimore City

    7 affected properties - On July 31, MDE signed a Settlement Agreement and Consent Order with Charles W. Shoultz III that contained a penalty of $8,000 for violating Maryland’s Lead Laws by failing to bring the affected properties into compliance with risk reduction standards.The penalty has been paid.

  • Alan Stern and Dollar Properties, LLC, Baltimore City

    9 affected properties - On July 31, MDE issued an Administrative Complaint, Order and Penalty equaling $66,000 to Alan Stern and Dollar Properties, LLC for violating Maryland’s Lead Laws by failing to register properties, and failure to bring the affected properties into compliance with risk reduction standards.

  • Darryl Ramey, Washington County

    2 affected properties - On July 31, MDE issued an Administrative Complaint, Order and Penalty equaling $13,000 to Darryl Ramey for violating Maryland’s Lead Laws by failing to bring the affected properties into compliance with risk reduction standards.

  • Kornthea & Sophal, LLC, Queen Anne’s County

    On July 31, MDE issued a Complaint, Order and Administrative Penalty equaling $10,400 to Kornthea & Sophal, LLC for violating Maryland’s Oil Pollution Laws by failing to maintain documentation and records for release detection, daily inventory, and pollution liability insurance for the KLS Food Express located at 401 Hess Road in Grasonville.

  • Burch Oil Company, Saint Mary’s County

    On July 31, MDE issued a Complaint, Order and Administrative Penalty equaling $32,600 to Burch Oil Company for violating numerous portions of Maryland’s Oil Pollution Laws at the Hollywood Burchmart gasoline station located on Three Notch Road in Hollywood, Maryland.
