Citizens' Opportunity to Review Title V Permits

The Air and Radiation Management Adminstration publishes notices of opportunities for public review of draft Title V Operating permits in the legal section of newspapers in general circulation in the areas where the Title V facilities are located, notifies elected officials in the area of the facility, and advertizes the opportunities for public review on the Maryland Department of the Environment website.   

In addition to the notices listed above, the Department maintains contact lists of interested parties who wish to receive individual notices of upcoming public review opportunities for draft Title V permits. 

If you would like to be notified when an opportunity to review and comment on a draft Title V Operating Permit arises, please contact the Title V Coordinator of the Air and Radiation Management Administration to be added to an Interested Parties mailing list.  Call 410-537-4433 or send an email to  Shannon.Heafey@maryland.gov. You will be asked for your name, mailing address, phone number and e-mail address. You may also specify whether you wish to receive all notifications, or those for a particular type of industry, or those specific to your location. 

The notifications will indicate the facility for which the draft permit is being proposed, the library location where the draft permit and fact sheet will be placed for review, and the date of the 30 day public review period. If the Department holds a public hearing,    notifications will be sent at least 30 days prior to the hearing announcing the date, time, and location of the hearing, in the same manner as the opportunity for public review and comment.

Interested Parties List Notice

The Maryland Department of the Environment, Air Quality Permits Program, maintains an interested parties list for the Title V air operating permits program so that we may generate a mailing list of concerned citizens, organizations and other members of the public. The interested parties list is used to provide information on upcoming public participation opportunities.

As the Maryland Department of the Environment is a public agency subject to the Maryland Public Information Act, the interested parties list, including names and addresses, becomes part of the public record available for inspection by other members of the public.   The permit applicant, the county or municipality, and elected officials may also receive copies, upon request, of this or any part of the public record.
