Air Quality Planning Program
Maryland's Air Quality Planning Program (AQPP) writes state implementation plans and regulations to reduce emissions and achieve the National Ambient Air Quality Standards (NAAQS) for six "criteria" air pollutants: ground-level ozone, particulate matter, lead, carbon monoxide, nitrogen dioxide, and sulfur dioxide. The AQPP also implements federal, regional, local, and state greenhouse gas emissions reduction programs, including implementing the requirements of the Maryland Greenhouse Gas Emissions Reduction Act of 2009 and managing Maryland's involvement in the Regional Greenhouse Gas Initiative (RGGI).
The AQPP consists of three divisions covering its different program areas:
(1) Planning and Policy (2) Regulation Development (3) Climate Change
Planning and Policy: State Implementation Plans
The Planning and Policy Division develops air quality plans, also called state implementation plans, which are designed to attain and maintain the National Ambient Air Quality Standards, and to prevent significant deterioration of air quality in areas cleaner than the standards.
The state implementation plans are listed below in chronological order with the latest documents first. Some SIPs have many appendices, but each distinct SIP on the list is identified with the word “Document” followed by the individual SIP’s name below that and any appendices subsequently.

The Maryland Department of the Environment (MDE) will hold a public hearing on a State Implementation Plan (SIP) addressing implementation, maintenance, and enforcement measures for the 2010, 100 ppb 1-hour nitrogen dioxide (NO2) National Ambient Air Quality Standard (NAAQS). This SIP also addresses the requirements for all criteria pollutants’ NAAQS in relation to state boards and agency heads, and disclosure of potential conflicts of interest.
The public hearing will be held on Wednesday, June 12, 2013, at 2:00 P.M. at the Maryland Department of the Environment headquarters located at 1800 Washington Boulevard, First Floor Conference Room, Baltimore, Maryland, 21230.
The public hearing will be held as required by federal law (Clean Air Act at 42 U.S.C. 7410 (a) and 40 CFR 51.102). After consideration of comments received, the plan will be finalized and submitted to the United States Environmental Protection Agency for approval.
