Environmental Performance Partnership Agreement The Environmental Performance Partnership Agreement is a multi-year agreement between the state and and the federal government that seek to better coordinate efforts to protect human health and the environment. In 1998, the Maryland Department of the Environment (MDE) and the Maryland Department of Natural Resources (DNR) entered into their first agreement with the U.S. Environmental Protection Agency, Region III.
